In the case of Muelle Flores,
the Inter-American Court of Human Rights (hereinafter “the Inter-American Court” or “the Court”),
comprised of the following judges:*

Pursuant to Articles 62(3) and 63(1) of the American Convention on Human Rights (hereinafter “the
Convention” or “the American Convention”) and with Articles 31, 32, 42, 65 and 67 of the Rules of
Procedure of the Court (hereinafter “the Rules of Procedure”), delivers this Judgment, structured as
follows:

Judge Ricardo Pérez Manrique did not take part in the deliberation and signing of this Judgment given that he became a
member of the Court on January 1, 2019, when this case was at the judgment stage.
