CONCLUSIONS
35.
Based on the foregoing considerations of fact and of law
and without prejudging the merits of the case, the Commission
concludes that the present case satisfies the admissibility requirements
set forth in Articles 46 and 47 of the American Convention.
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS
DECIDES:
1.
To declare the instant petition admissible in relation to
Articles 4, 8 and 25 in relation with the general obligations contained
in Articles 1.1 and 2 of the American Convention.
2.
To declare the petition inadmissible in relation to Article 5
of the American Convention.

To notify the State and the petitioner of its decision.
4.
To proceed with its analysis of the merits of the case.
5.
To publish this decision and include it in its Annual Report
