CONCLUSIONS

The Commission concludes that it is competent to hear this case
and that the petition is admissible according to Articles 46 and 47 of the
American Convention.

THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS
DECIDES:

To declare this case admissible with respect to the alleged
violations of rights protected under Articles 8(1) and 25, in relation to Article
1(1) of the American Convention.

To notify the parties of this decision.

To proceed to review the merits of the case; and

To publish this decision and include it in its Annual Report to the
