42. On the basis of the arguments of fact and of law set forth above, and without prejudice to the substance of question, THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare admissible the complaint of the Petitioner on the presumed violation of Articles 7, 8, 24, 25 and 1(1) to the prejudice of Mr. Alfredo López Alvarez. 2. To notify this decision to the Honduran State and to the Petitioner. 3. To continue its analysis of the substance of the case; and 4.
