dollars and forty-six cents); pursuant to Article 5 of the Rules of Procedure of the InterAmerican Court of Human Rights for the Operation of the Victims' Legal Assistance Fund, it gave Ecuador a deadline for submitting any comments it deems relevant. The State did not submit any comments. 190. Pursuant to Article 5 of the Rules of Procedure of the Inter-American Court for the operation of the Fund, because of the violations declared in this judgment and the fulfillment of the requirements for using the Fund, the Court orders the State to reimburse the Fund in the amount of USD 80.46 (eighty dollars and forty-six cents) for necessary expenditures. This amount shall be reimbursed within six months of the notification of this judgment. H. Method of compliance with the payments ordered 191. The State shall pay compensation for pecuniary and non-pecuniary damage as well as the reimbursement of costs and expenses established in this judgment directly to the individual and organization indicated above within one year of the notification of this judgment, without prejudice to the option of making the full payment in advance, under the terms of the following paragraphs. 192. In the event that the individual beneficiary dies before the sums are rendered to him, payment shall be made directly to his heirs in accordance with applicable domestic law. 193. The State shall fulfill its monetary obligations through payments in United States dollars. 194. If, for reasons attributable to the beneficiaries of the pecuniary measures or their rights-holders, it is not possible to pay the amount determined within the indicated timeframe, the State shall deposit the amounts for them in a deposit account or certificate of deposit in a solvent Ecuadorian financial institution, in United States dollars, and in the most favorable financial conditions permitted by banking law and practice. If those funds are not claimed within ten years, they shall be returned to the State along with the interest accrued. If this is not possible, the State shall ensure the domestic availability of the funds for a period of ten years. 195. The amounts set in this judgment as compensation for pecuniary and non-pecuniary damage, as reimbursement for costs and expenses, and as a measure of rehabilitation shall be rendered to the indicated individual and organization in full, in accordance with the provisions of this judgment, with no reductions resulting from potential tax charges. 196. If the State falls behind, it shall pay interest on the amount owed that is equivalent to the bank interest rate for arrears in Ecuador. X OPERATIVE PARAGRAPHS 197.
