Regarding the allegations with respect to the provisional detention of the alleged victim since October 27, 2008, the IACHR considers it appropriate in the merits phase to analyze the possible violation of the right protected under Article 7 of the Convention. Regarding the right protected under Article 24 of the Convention, the IACHR concludes that the petitioner has not submitted evidence indicating a potential violation thereof. 48. Finally, in that the lack of foundation or the inadmissibility of these aspects of the complaint are not obvious, the Commission concludes that the petition meets the requirements established in Article 47(b) and (c) of the American Convention. V. CONCLUSIONS 49. Based on the factual and legal considerations presented and without prejudging the merits of the case, the Inter-American Commission concludes that the petition meets the admissibility requirements set forth in Articles 46 and 47 of the American Convention and accordingly THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare the petition admissible with respect to Articles 4, 5, 7, 8, and 25 of the American Convention as they relate to the obligations established in Article 1.1 of the same instrument. 2. To declare inadmissible the alleged violation of the right enshrined in Article 24 of the American Convention. 3. To inform the State and the petitioner of this decision. 4.
