That, in this respect, Article 27 of the 1969 Vienna Convention on the Law of Treaties codifies a basic principle of general international law in observing that [a] party may not invoke the provisions of its internal law as justification for its failure to perform a treaty. 9. That, by virtue of the definite and unappealable nature of the judgments of the Court, they should be promptly fulfilled by the State in an integral manner. NOW, THEREFORE: THE INTER-AMERICAN COURT OF HUMAN RIGHTS, in accordance with Articles 67 and 68(1) of the American Convention on Human Rights, Article 25 of the Statute of the Court, and Article 29 of the Rules of Procedure of the Court, DECIDES: 1. To hold, in accordance with the principle of pacta sunt servanda, and in conformity with that provided for in Article 68(1) of the American Convention on Human Rights, that the State has a duty to promptly comply with the November 27, 1998 Judgment on Reparations rendered by the Inter-American Court of Human Rights in the Loayza Tamayo Case. 2.
