The protection measures refer to the poor prison conditions of the Plácido de Sá Carvalho Prison, located in the Penitentiary Complex of Gericinó, in the city of Rio de Janeiro. It also refers to the loss of numerous lives in incidents of internal violence within the prison, as well as damage to the physical, mental, and moral integrity of the inmates held within the prison.
