16 67. Based on the foregoing arguments of fact and law, THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To find the instant petition admissible as to the alleged violations of the rights recognized in Articles 5, 8 and 25 of the American Convention, in conjunction with Article 1.1 of said treaty to the detriment of Mrs. Digna Ochoa y Plácido and her family members. 2. To find the instant petition inadmissible as to the alleged violations of Articles 2, 4, 7 and 11 of the American Convention on Human Rights and as to Articles 1, 2 and 3 of the Inter-American Convention to Prevent and Punish Torture. 3. 4. Assembly. To notify the parties of this decision. To publish this decision and include it in the IACHR Annual Report to the OAS General Done and signed in the city of Washington, D.C., on the 16th day of July 2013.
