CONCLUSIONS
61. Based on the considerations of fact and law set forth herein, and without prejudging the
substantive merits of the question, the Commission finds that the present case meets the
requirements for admission as set forth in Article 46 of the American Convention.
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS
DECIDES:
1. To declare the petition under consideration admissible, under Articles 1.1, 2, 5, 7, 8, 21,
and 25 of the American Convention, as well as Articles 1, 6, and 8 of the Inter-American
Convention to Prevent and Punish Torture.
2. To declare the part of the petition, alleging violation of Article 10 of the American
Convention, inadmissible.
3. To notify the State and the petitioner of this decision.
4. To initiate proceedings into the merits of the case.
5. To publish this decision and include it in its Annual Report, to be presented to the OAS
General Assembly.
