The provisional measures in favor of Esperanza Uribe Mantilla, Luz Nelly Carvajal and Paola Martínez Ortiz - victims in the case of the Massacre de la Rochela – are based on threats, harassment and surveillance carried out by self-proclaimed paramilitary groups "Águilas Negras", and are part of a context of progress in the judicial investigation of the case.
