As to whether the claim is groundless or out of order, the IACHR finds that the petitioners have provided prima facie evidence to meet the requirements set forth in Article 47(b) of the American Convention. V. CONCLUSIONS 50. Based on the arguments of fact and law set forth above, and without prejudging the merits of the matter, the Commission concludes that the petition meets the admissibility requirements set forth in Articles 46 and 47 of the American Convention and, therefore, THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare the petition admissible in relation to the alleged violations of rights protected at Articles 4, 5, 7, 8, 11, 13, 16, 17, 22, 19, and 25 of the American Convention, taken in conjunction with Article 1(1) of that instrument. 2. To notify the parties of this decision. 3. To publish this decision and include it in its Annual Report to the OAS General Assembly.
