Ms. Chinchilla was hospitalized from August 29 to September 14, 2000 with an abscess on the big toe of her left foot. She was again hospitalized on December 19, 2000 with “an abscess on the big and second toes of her right foot, as a result of which “the sole of her foot was washed and debrided. Diabetic retinopathy was also documented.”89 2.5 2001 36.
