A. Competence of the Commission temporis, and ratione materiae ratione loci, ratione personae, ratione 22. The petitioners are entitled, under Article 44 of the American Convention, to lodge complaints with the Commission. The petition names as alleged victims 107 persons deprived of liberty who lost their lives in a fire at San Pedro Sula Prison on May 2004, and on whose behalf the State of Honduras undertook to observe and ensure the rights enshrined in the American Convention and other international instruments. 23.
