The State shall adopt legislative and other measures to achieve the full effectiveness of the right to freedom of expression with respect to lawsuits for slander and insults by public officials with the aim of silencing their critics, in the terms of the paragraphs 177 to 182 of this judgment. The State will create and implement, within one year, a training plan for public officials, to ensure that they have the necessary knowledge in the field of human rights, in particular with respect to the case law of the Inter-American System for the Protection of Human Rights in relation to freedom of expression, judicial guarantees and judicial protection, in the terms of paragraph 183 of this judgment.
