The IACHR concludes that it is competent to consider this petition and
that it satisfies the requirements of admissibility in accordance with Articles 46 and 47
of the American Convention and with Articles 30 and 37, inter alia, of its Rules of
Procedure.
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS
DECIDES:
1.
To declare the present petition admissible with regard to alleged
violations of rights protected in Articles 4, 5, 8.1, and 25 of the American Convention,
in connection with the general obligation established in Article 1.1 of that instrument,
and in Articles 1, 6, and 8 of the Inter-American Convention to Prevent and Punish
Torture, to the detriment of Mr. Hugo Humberto Ruiz Fuentes.
2.
To transmit this decision to the parties.
3.
To begin its analysis of the merits of the case.
4.
To publish this decision and include it in the Annual Report to the OAS
General Assembly.
