the Court decides to set, in equity, the sum of $US 15,000 (fifteen thousand dollars of the United States of America) for costs and expenses in favor of the representatives David Cordero Heredia and Ramiro Ávila. The amounts established shall be paid directly to the representatives of the victims. F. Method of compliance with the payments ordered 277. The State shall make payment of the compensation for pecuniary and non-pecuniary damages and the reimbursement of costs and expenses established in this Judgment directly to the individuals indicated therein, within one year as of notification of this Judgment, under the terms of the following paragraphs. The foregoing, without prejudice to the payment, in three installments, established for the compensation for pecuniary damage. Should the beneficiaries die before payment of the respective compensation is paid to them, such amounts shall be paid directly to their successors, in accordance with the applicable domestic legislation. 278. The State shall discharge its pecuniary obligations through payment in dollars of the United States of America. 279. If, for reasons attributable to the beneficiaries of the compensations or their successors, it is not possible for them to receive the amounts ordered within the indicated period, the State shall deposit those amounts in an account held in their name or in a certificate of deposit in a reputable Ecuadorian financial institution, in United States dollars and under the most favorable financial terms allowed by law and banking practices. If, after 10 years, the compensation has not been claimed, these amounts shall be returned to the State with the accrued interest. 280. The amounts allocated in this Judgment as compensation for pecuniary and nonpecuniary damages, and as reimbursement for costs and expenses, shall be delivered to the persons indicated in their entirety, pursuant to the provisions of this Judgment, without deductions derived from future taxes, within one year, as of notification of this Judgment. 281. If the State should fall into arrears with its payments, it shall pay interest on the amount owed corresponding to banking interest rates on arrears in Ecuador. 282. In accordance with its constant practice, the Court retains the authority inherent in its powers and also derived from Article 65 of the American Convention, to monitor full compliance with this Judgment. The case shall be considered concluded once the State has fully complied with the measures ordered in this Judgment. 283. Within one year as of notification of this Judgment, the State shall provide the Court with a report on the measures adopted to comply with it. expenses of David Cordero in Costa Rica; x) per diem allowances Julio Cesar Trujillo, Arturo Donoso, David Cordero and Ramiro Ávila; xi) cost of sworn statements of Armando Serrano, Alexandra Vela, Enrique Ayala and Luis Torres, and xii) photocopying and printing costs. 79
