36. Based on the foregoing de facto and de jure arguments and without prejudging the merits of the case, THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare the petition admissible as regards the alleged violations of Articles 1(1), 4, 5, 8, 25, and 2 of the American Convention on Human Rights. 2. To notify the parties of this decision. 3. To begin to examine the merits of the case. 4. To publish this decision and include it in the annual report of the Commission to the OAS General Assembly.
