Order such physical and mental health care as is needed by the family members of Walter
Gonzalo Huacón Baidal and Mercedes Eugenia Salazar Cueva. Those measures must be
implemented if the victims so desire and by agreement with them and their representatives;

Conduct a thorough and effective investigation of the human rights violations found in the
instant report. That must entail: i) making every effort to capture José Carbo with a view to
continuing the criminal proceedings against him, which need to be completed in the ordinary
justice system; and ii) ensuring that all other responsibilities are investigated in the ordinary
justice system;

Order non-repetition mechanisms, including: i) ongoing training programs for police officers,
as well as the establishment of protocols on the use of force, including the use of lethal force,
in accordance with the standards established in the instant report; ii) measures to ensure
effective accountability in the criminal, disciplinary, or administrative jurisdictions, in cases
of alleged misuse of authority by State agents responsible for public security in connection
with police operations such as that described in the instant case; and iii) measures to boost
capacity to investigate, with due diligence and in accordance with pertinent international
standards regarding possible extrajudicial executions in connection with the use of lethal
force by police officers, while ensuring that effective protocols are in place for conducting such
investigations.
