The facts of the case refer to criminal proceedings - known as "Gader", "Luminarias Chinas" and "Quaglio" - against Ms. Marina Nine Lupe del Rosario Andrade Salmon for unlawful conduct related to the management of public funds during her term as Councilwoman, President of the Municipal Council, and Mayor of the Municipality of La Paz.
