The facts of the case refer to harassment, intimidation and threats suffered by family members of Jorge Carpio Nicolle, who was killed in July 1993 by members of the Civil Self-Defense Patrols (Patrullas de Autodefensa Civil, PAC), along with his entourage when he was on a political tour. The family members were eyewitnesses to the killing.
