The Commission concludes that this petition is admissible and that it has jurisdiction to examine the complaint filed by the petitioners regarding the alleged violations of the rights contained in Articles 3, 4, 5, 7, 8, and 25 of the American Convention, and the obligation established in Article 2 of that international treaty, all to be considered in relation to the obligations stemming from Article 1(1) of the Convention. 62. The IACHR concludes that this case is inadmissible insofar as the right contained in Article 17 of the American Convention is concerned. 63. On the basis of the arguments of fact and of law set forth in this report, and without prejudice to the merits of the case, THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare this petition admissible in relation to the rights contained in Articles 3, 4, 5, 7, 8, and 25 of the American Convention, and the obligation established in Article 2 of that international instrument, all considered in relation to Article 1(1) of the Convention. 2. To declare the petition inadmissible in relation to the right contained in Article 17 of the American Convention. 3. To forward this report to the petitioners and to the State. 4. To continue its analysis of the merits of the case. 5. To publish this report and include it in the Commission’s Annual Report to the OAS General Assembly.
