Sijniensky, Deputy Registrar, pursuant to Articles 62(3) and 63(1) of the American Convention on Human Rights (hereinafter “the American Convention” or “the Convention”) and to Articles 31, 32, 65 and 67 of the Court’s Rules of Procedure (hereinafter “the Rules”), delivers this judgment, structured as follows: * Judge Eduardo Ferrer Mac-Gregor Poisot, a Mexican national, did not participate in the processing of this case nor in the deliberation and signing of this judgment, in accordance with the provisions of Article 19(1) and 19(2) of the Rules. 1
