must promote the necessary investigations to elucidate the facts, followed by the consequences that the pertinent laws establish. 22 42. Based on the above, within the framework of the instant provisional measures, and as it has in other matters,23 the Court will not refer to the investigation of the facts or to the way in which the State is conducting the investigation. In this regard, the Court reiterates that it will no longer request the parties for information on this point. However, it insists that this does not exempt the State from its obligation to investigate the reported facts that support these measures, in the terms of Article 1(1) of the American Convention. THEREFORE: THE INTER-AMERICAN COURT OF HUMAN RIGHTS, in exercise of the authority conferred upon it by Article 63(2) of the American Convention on Human Rights and Articles 27 and 31 of its Rules of Procedure, DECIDES: 1.
