To declare this petition admissible as regards the alleged violation of the rights enshrined in Articles 2, 4, 5, 8, and 25 of the American Convention, all in conjunction with the obligations arising from Article 1(1) thereof. 2. To convey this report to the petitioners and to the State. 2. To continue with its analysis of the merits of the case. 3.
