The Commission finds that the case is admissible and that it is competent to review the petitioners’ claim of alleged violations of Articles 1(1), 2, 5, 8, 13 and 25, in accordance with the requirements established in Articles 46 and 47 of the American Convention. 80. Based on the arguments in fact and in law expressed above and without prejudice to the merits of the case, THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare the admissibility of the claims of Luisiana Ríos; Luis Augusto Contreras Alvarado; Eduardo Sapene Granier; Javier García; Isnardo Bravo; David Pérez Hansen; Wilmer Marcano; Winston Gutiérrez and Isabel Mavarez, under Articles 1(1), 2, 5, 8, 13 and 25 of the American Convention. 2. To notify the State and the petitioners of this decision. 3. To continue to review the merits of the case. 4.To publish this report and include it in the Annual Report presented to the General Assembly of the OAS.
