35. The Inter-American Commission concludes that it is competent to
take up the complaint filed by the petitioners concerning the alleged
violation of articles 4, 5, 7, 8 and 25 of the Convention, in relation to
Article 1(1) thereof, and that the case is admissible under articles 46
and 47 of the American Convention.

Based on these arguments of fact and of law, and without
prejudging the merits of the case,
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS ,
DECIDES:

To declare the present case admissible, which concerns the
alleged violation of articles 4, 5, 7, 8, 25 and 1(1) of the American
Convention.
