16 l) m) n) María Arriaga, Manager of the News Division, who mapped the strategy and guidelines for the 29 production of informative programs, newscasts, special reports, short documentaries, and others; Soraya Castellano, News Manager, who mapped the strategies and guidelines for the production of 30 informative programs, newscasts, special reports, short documentaries, and others; and Larissa Patiño, Editorial and Morning Programming Manager, who arranged the production and 31 broadcasting of the program “La Entrevista”. 71. In the case of Carlos Lamas and Grilva Delgado, both presented as victims in the present case, in its admissibility report the IACHR observed that unlike the other alleged victims, these two were 32 not party to the petition seeking nullification of the decision not to renew RCTV’s concession. Subsequent to the admissibility report, the petitioners confirmed that these two persons were victims, and pointed out that Carlos Lamas was Vice President of RCTV Administration and Finances, and Grilva 33 Delgado was the channel’s Vice President of Media Research. Nevertheless, the petitioners did not specify the dates on which the two began working in their respective posts; the list of 14 executives that RCTV issued on February 27, 2007 shows that Francisca Castro was then in the post of Vice President of RCTV Administration and Finances, while the Office of Vice President of Media Research was held by 34 Pablo Mendoza. Lamas and Delgado are also not on the list of the approximately l68 RCTV employees 35 as of February 27, 2007. Furthermore, as previously observed, these two persons were not among the 36 plaintiffs in the Administrative Law Petition seeking Nullification, filed on April 17, 2007, and were not 37 among those who filed the Petition of Amparo on February 9, 2007. Hence, the Commission does not have the evidence to enable it to conclude that on the date the administrative decision not to renew RCTV’s concession was executed, Carlos Lamas and Grilva Delgado were working as either executives or employees of RCTV. B. The concession granted to RCTV 72. Through Decree No. 1,577 of May 27, 1987, the State renewed RCTV’s concession to operate as a free-to-air television station.
