To declare the claims in the petition admissible with respect to Articles 1.1, 2, 4, 5, 7, 8, 10, 17, 19, 24 and 25 of the American Convention and Articles I, II, VI, VII, XVIII, XXV and XXVI of the American Declaration; 2.
