accordance with the requirements established set forth in Articles 46 and 47 of the
American Convention.
48. Based on the foregoing factual and legal arguments, and without prejudging the
merits of the matter,
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS,
DECIDES:
1. To declare this case admissible with respect to Articles 4, 8, and 25 of the
American Convention in relation to Article 1 (1) of that treaty.
2. To advise the State and the petitioners of this decision.
3. To initiate its examination of the merits of the matter.
4. To publish this decision and include it in the Annual Report to be presented to
the OAS General Assembly.

Human Rights in the city of Washington, D.C., on the 25 th day of the month of
