CONCLUSIONS

Based on the foregoing considerations of fact and law, the
Commission believes that the petition is admissible under the rules of
admissibility established in Articles 44 through 47 of the American Convention.

THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS
DECIDES TO:
1.
Declare admissible the present petition with respect to alleged
violations of the rights recognized in Articles 1.1, 4.1, 5.1, 8.1 and 24 of the
American Convention. In addition, by application of the principle iura novit
curia, the Commission will analyze in the merits stage the possible application
of Article 25 of the Convention.
2.
Declare inadmissible the present petition with respect to
alleged violations of the rights recognized in Article 22 of the American
Convention.
3.
To notify this decision to the petitioner and to the State.
4.
To publish this decision and to include it in its Annual
Report to the General Assembly of the OAS.
