IACPPT.
V.
CONCLUSION

The Commission concludes that it is competent to examine the complaints submitted in
this matter and that the petition is admissible pursuant to Articles 46 and 47 of the American Convention.

Based on the factual and legal arguments presented above and without signifying a
prejudgment as to the merits of the case,
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS,
DECIDES:
1.
To declare this case admissible with respect to the rights enshrined in Articles 5, 7, 8, and
25 of the American Convention, in connection with the obligations under Articles 1.1 and 2 of the same
convention, as well as the rights enshrined in Articles 1, 6, and 8 of the Inter-American Convention to
Prevent and Punish Torture;

To forward this report to the petitioners and to the State;
3.
To continue its analysis of the merits of the case;
4.
To publish this report and include it in the Commission’s Annual Report to the General
Assembly of the OAS.
