62. Based on the factual and legal arguments presented above, and without prejudicing the merits of the case, THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare this complaint admissible in accordance with Articles 46, 47, and 48 of the American Convention on Human Rights. 2. To notify the parties of this decision. 3. To continue with its analysis of the merits of the case. 4. To make itself available to the parties with a view to reaching a friendly settlement based on respect for the rights enshrined in the American Convention, and to invite the parties to express their opinions on that possibility. 5. To publish this decision and include it in its Annual Report to the General Assembly of the OAS.
