Furthermore, according to the information for the IACHR’s disposal, on March 25, 2010 the General Assembly of the Community Council met to resolve the issue of the existence of two Management Boards. According to the information at the disposal of the IACHR, a new vote was taken at 180 that meeting between Teresa Reyes and BM, with the former being elected. On March 29, 2010, the 181 elected Management Board filed a request for registration with the Municipality of Tela. Nevertheless, the IACHR notes that the Municipality again refused to register it, because, as both parties assert, the 182 Management Board linked to BM is currently still registered with the Municipality. 153. Authorities and members of the Community complained of numerous illegal acts 183 committed by BM or related persons, such as charging toll fees using Municipality officials, damage to 184 the Community center, the authorization with Municipality support of sales of land granted in full 185 ownership to the Community, as well as acts of violence committed in connection with the sales of 186 Community land. On April 7, 2011, a complaint was filed regarding the burning down of the home of 187 Teresa Reyes and Alfredo López. 154. On January 6, 2010, a member of the Community complained to the Office of the Special Prosecutor for Ethnic Groups that unknown people had set fire to the Community radio “Faluma Bimetu” on February 4, 2008.
