and, in general, to inform them of progress regarding the measures ordered by the
Inter-American Court of Human Rights.”1

The State also has the obligation to investigate the facts that gave rise to this
request for provisional measures so as to identify those responsible and punish them
as appropriate, given that it has the obligation to combat said situation through all
legal means available, as impunity fosters chronic recidivism of human rights
violations and total defenselessness of the victims and of their next of kin.2

The State must report to the Court, in detail, on all measures adopted to
protect the life, the right to human treatment and freedom of expression of the
persons protected by means of the instant Order. This obligation of the State to
report to the Court on how it is complying with the Order is crucial for evaluation of
the case.
NOW THEREFORE:
THE PRESIDENT OF THE INTER-AMERICAN COURT OF HUMAN RIGHTS,
by virtue of the authority granted to him by Articles 63(2) of the American
Convention on Human Rights, Article 25(2) of the Statute of the Court, and Articles
4, 25 and 29(2) of the Rules of Procedure of the Court, and after having consulted
with all the Judges of the Court,
DECIDES:
1.
To reiterate the order for the State to adopt, forthwith, all necessary
measures to protect the life and the right to humane treatment of Luisiana Ríos,
Armando Amaya, Antonio José Monroy, Laura Castellanos, and Argenis Uribe.
2.
To order the State to adopt, forthwith, such measures as may be necessary
to protect the life, the right to humane treatment and freedom of expression of
Carlos Colmenares, Noé Pernía, and Pedro Nikken.
3.
To order the State to allow the beneficiaries to participate in planning and
implementation of the protection measures and, in general, to inform them of
progress regarding the measures ordered.
4.
To order the State to investigate the facts stated in the complaint that gave
rise to the instant measures, with the aim of discovering and punishing those
responsible.
