the right to life 13, the IACHR admits the instant case for an alleged violation of Article 4 as

CONCLUSIONS
40. The Inter-American Commission concludes that it has jurisdiction to take cognizance of this
case, and that the petition is admissible pursuant to Articles 46 and 47 of the American
Convention.
41. Based on the arguments of fact and of law set forth above, and without prejudging on the
merits,
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS,
DECIDES:
1. To declare the instant case admissible in relation to alleged violations of the rights protected
at Articles 1(1), 4, 5, 7, 8, 17, 18, 19, and 25 of the American Convention.
2. To notify the parties of this decision.
3. To continue with the analysis of the merits.
4. To publish this decision and include it in its annual report to the General Assembly of the
OAS.
