appropriate to adopt the pertinent disciplinary, administrative or criminal actions, in accordance with paragraph 215 of the Judgment; b) to adopt, within a reasonable time, the pertinent legislative reforms to make Article 57 of the Code of Military Justice compatible with the relevant international standards and with the American Convention on Human Rights, as well as to adopt the appropriate legislative reforms to allow individuals affected by the actions of the military courts to have access to an effective remedy to challenge their jurisdiction, in accordance with the provisions of paragraph 235 of the Judgment; and c) to adopt, within a reasonable period of time and within the framework of the registry of detainees that is kept in Mexico at present, the supplementary measures so as to reinforce the operation and usefulness of said system, in conformity with the terms of paragraph 243 of the Judgment. 3. The State must adopt all the measures necessary to effectively and promptly comply with the aspects pending compliance indicated in the second operative paragraph, in accordance with the provisions of Article 68(1) of the American Convention on Human Rights. 4. The State must present to the Inter-American Court of Human Rights, by no later than December 15, 2013, a report indicating all of the measures adopted to comply with the reparations ordered by the Court that remain pending, as indicated in the considering paragraphs 13 to 17, 36 to 39, and 46 to 47, as well as in the second operative paragraph of this Order. Subsequently, the State must continue reporting to the Court in this regard every three months. 5. The representatives of the victims and the Inter-American Commission on Human Rights must present any observations they deem pertinent regarding the reports of the State referred to in the preceding operative paragraph, within four and six weeks, respectively, upon receipt. 6. To require the Secretariat of the Court to notify this Order to the United States of Mexico, the Inter-American Commission, and the representative of the victims.
