That, in accordance with the provisions of Considering Clauses No.6 to 10 of this present Order, the State has not fulfilled the obligation of informing this Court on the measures adopted to comply with the terms set forth in the Judgment on the merits, reparations and costs, issued by the Tribunal on January 31, 2001. 2. That it will maintain open the procedure to monitor compliance with those operative paragraphs pending compliance of the Judgment of January 31, 2001, reserving the possibility of convening a public hearing in due time in order to assess the compliance with such Judgment. AND DECIDES: 1. To call upon the State to adopt such measures as may be necessary to promptly and effectively comply with the pending operative paragraphs ordered by the Court in the Judgment on the merits, reparations and costs of the case at hand, pursuant to the terms of this Order and the provisions of Article 68(1) of the American Convention on Human Rights. 2. To order the State to submit to the Inter-American Court of Human Rights, not later than September 26, 2008, a report describing all the measures adopted to comply with the decisions ordered by this Court. 3. To require the Secretariat of the Court to notify this Order to the State, the Inter-American Commission on Human Rights and the representatives of the victims.
