ORDER OF THE INTER-AMERICAN COURT OF HUMAN RIGHTS OF JUNE 6, 2003* PROVISIONAL MEASURES IN THE MATTER OF THE STATE OF GUATEMALA BLAKE CASE HAVING SEEN: 1. The Order of the President of the Inter-American Court of Human Rights (hereinafter “the President”) of August 16, 1995, in which he decided: 1. To request the Government of the Republic of Guatemala to adopt forthwith all necessary measures to ensure effectively the protection of the life and safety of JUSTO VICTORIANO MARTÍNEZ MORALES, FLORIDALMA ROSALINA LÓPEZ MOLINA, VÍCTOR HANSEL MORALES LÓPEZ, EDGAR IBAL MARTÍNEZ LÓPEZ and SYLVIA PATRICIA MARTÍNEZ LÓPEZ. 2. To request the Government of the Republic of Guatemala to adopt all necessary measures so that the said persons may continue living in their place of residence and are assured that they will not be harassed or threatened by agents of the State of Guatemala or by persons acting with the acquiescence of the State. […] 2. The Order of the Inter-American Court of Human Rights (hereinafter “the Inter-American Court” or “the Court”) adopted on September 22, 1995, in which it decided: 1. To ratify the Order of the President of August 16, 1995, and to request the Government of the Republic of Guatemala to maintain the provisional measures in favor of Justo Victoriano Martínez Morales, Floridalma Rosalina López Molina, Víctor Hansel Morales López, Edgar Ibal Martínez López and Sylvia Patricia Martínez López. 2. To call upon the Government of the Republic of Guatemala to report to the Court, every three months, on the provisional measures it has adopted. 3. To call upon the Inter-American Commission on Human Rights to send its comments on the reports of the Government of the Republic of Guatemala to the Court within one month of receiving notification thereof. * Judge de Roux Rengifo advised the Court that, owing to circumstances beyond his control, he would be unable to attend the fifty-ninth regular session of the Court; therefore, he did not take part in the deliberation, decision and signature of this Order.
