The Commission concludes that it is competent to examine the complaints submitted by the
petitioners regarding the alleged violation of Articles 4, 5, 8, 19, and 25, consistent with Article 1.1 of the
American Convention.

Based on the factual and legal arguments presented above and without thereby prejudging the
merits of the case,
THE INTER-AMERICAN COMMISSION OF HUMAN RIGHTS,
DECIDES:
1.
To declare this case admissible with respect to Articles 4, 5, 8, 19, and 25, as they relate
to Article 1.1 of the American Convention on Human Rights.
2.
To inform the parties of this decision.
3.
To proceed with analysis of the merits of the case
4.
To publish this decision and include it in the Annual Report to be submitted to the
General Assembly of the OAS.
