The facts of the case concern the dismissal of public officials Rocío San Miguel Sisa, Magally Chang Girón and Thais Coromoto Peña who worked in the National Border Council, an office attached to the Ministry of Foreign Affairs of Venezuela. The dismissal was because they signed the request for a referendum to revoke the mandate of the President of the Republic.
