Zapata referred to several issues in relation to the payment of the compensations and
the alleged fees their representatives would be charging.

The notes of March 25, 2009, by which the Secretariat, following the instructions
of the President of the Tribunal, responded to the communications presented by the
next-of-kin of victim Carlos Fernando Castillo Zapata (supra Having Seen clause 7).
Moreover, following the instructions of the Presidency, the State was granted a deadline
to inform the Tribunal whether tax has been deducted from the payment of the
compensations.
