The facts of the petition concern threats, harassment, and attacks by civilian patrols and former military commissioners towards members and relatives of Kakchiquel Presbyterian of the Conference of Evangelical Churches of Guatemala (CIEDEG) or people who have had an active role in the investigation of the murders of CIEDEG pastors Pascual Serech y Manuel Saquic Vásquez, which occurred in August of 1994 and in June of 1995, respectively.
