19 Comerciantes
Case- Summary
The facts of the case relate to the forced disappearance of 19 people dedicated to commercial activities in the province of Puerto Boyacá, carried out by the paramilitary group, “Asociación de Campesinos y Ganaderos del Magdalena Medio” (ACDEGAM)] who controlled the region of Magdalena Medio with the support of the State’s military forces.
The IA Court developed standards regarding the State’s responsibility for acts committed by third parties, whenever it is established that the paramilitary groups acted with support from or with acquiescence from public authorities. Additionally, it applied criteria previous established regarding forced disappearance and military jurisdiction.
