The facts of the petition refer to extrajudicial executions, torture, arbitrary detention, forced disappearances, as well as damage to public property and Peruvian citizens who were victims of the Peruvian army’s actions during 1988 in the department of Ayacucho. The Inter-American Court did not discuss the merits because the petition was filed beyond the deadline.
