CONCLUSIONS
58. The Commission concludes that the petition is admissible under the exceptions established
in Article 46.2.a and (c) of the Convention, based on the preceding facts and law, without
prejudging the merits of the case.
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS
DECIDES:
1. To find this petition admissible insofar as it refers to alleged violations of rights protected by
Articles 1, 2, 8, 21 and 25 of the American Convention.
2. To notify the parties of this decision.
3. To continue examining the merits of the case, and
4. To publish this decision and include it in its Annual Report to the General Assembly of the
Organization of American States.
