The request for provisional measures was based on harassment by State officials that affected a group of experts appointed by the Inter-American Court – within the context of the case proceedings - and the victim himself/herself. The Inter-American Court dismissed the request because it considered (prima facie) that the seriousness and urgency required were not met.
