THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, DECIDES: 1. To declare the petition admissible as regards the alleged violation of Article 13 of the American Convention, in relation to Articles 1(1) and 2 thereof, and to declare the claim made regarding Article 8 of the Convention inadmissible. 2. To notify the State and the petitioners of this decision. 3. To proceed with its examination of the merits of the case. 4. To make this decision public and include it in its Annual Report to the OAS General Assembly.
