4 19) As I said at the beginning of this opinion, I hope that all the American States accept the Court’s jurisdiction without any limitation, but until this happens, we must apply the actual system. 20) I have dissented from the seventh operative paragraph which rejects the objection of non exhaustion of domestic remedies, because, in my opinion, this rejection implies an anticipated ruling on matters that should be decided in the judgment on merits in this case.
