REQUEST FOR PROVISIONAL MEASURES SUBMITTED BY THE INTERAMERICAN COMMISSION ON HUMAN RIGHTS
REGARDING THE REPUBLIC OF COLOMBIA
MATTER OF MERY NARANJO ET AL.
HAVING SEEN:

The brief of July 3, 2006, and its attachments, in which the Inter-American
Commission on Human Rights (hereinafter “the Inter-American Commission” or “the
Commission”) submitted to the Inter-American Court of Human Rights (hereinafter
“the Court”), pursuant to Articles 63(2) of the American Convention on Human
Rights (hereinafter “the Convention” or “the American Convention”) and 25 of the
Rules of Procedure of the Court (hereinafter “the Rules of Procedure”), a request for
provisional measures for the State of Colombia (hereinafter “the State” or
“Colombia”) to adopt the necessary measures to protect the life and personal
integrity “of Mery Naranjo [Jiménez] and her family and to investigate the acts
perpetrated against her and [María del] Socorro Mosquera [Londoño].”1

The Commission presented the following facts, inter alia, in relation to the
request for provisional measures:
a) Mery Naranjo Jiménez and María del Socorro Mosquera Londoño are human
rights defenders. Mery Naranjo Jiménez has become prominent as a
community leader of Commune XIII in Medellín (infra Having seen paragraph
b)), and she is President of the Community Action Committee of Las
Independencias District III. María del Socorro Mosquera Londoño is well
known as a community leader and defender of the human rights of the
women and children of the Las Independencias District and she is President of
the Las Independencias Women’s Association. These two women “have
constantly denounced State representatives and agents for their alleged
participation in serious human rights violations in [Commune XIII].”
Regarding their work, the Commission indicated that, as a result of massive
displacement and political violence in the State, “feminine leadership” has
